That as a final product ends up falling short?

That's what happened to me with this graph. I tried to plot a monthly rainfall comparison of Florida's five water management districts. Each of the five are indicated with the colored icons. The background gray coding shows historical rainfall stats, as calculated using the Florida-wide rainfall average. The result has some interest value, but overall the graph looks clunky and proves difficult to see.
Maybe it's the hydrologist in me, but I still like it (despite its deficiencies).
