All gates are open!

But what good will it do?

Unlike most Continental systems ...

Only in Florida does water yawn
at the sight of all-the-way-open gates

Water flow in flat Florida is "tailwater controlled."

Or in other words, the water on the headwater, i.e. upstream, side isn't going anywhere (or anywhere fast) until levels subside on the downstream side.
